Treat those as builder-quoted observations for this coast as of mid-2026, not a law of nature: finish level, site conditions, and who is building move the number more than any average does. And the per-meter quote is only part of a real budget, which is what this article is actually about.

What moves the per-meter number
- Finish level, more than anything. The distance between local-standard finishes and imported-everything is the distance between the bottom and top of that range, on the same floor plan.
- The site. Flat lot with services at the road is the cheap case. Slopes, long driveways, retaining walls, wells, and off-grid anything are budget lines, not surprises, if you plan them.
- The builder's structure. Design-build firms with English-speaking project management price above independent local crews; what you are buying is coordination and accountability. - When you build. Material costs have trended up for years, and busy seasons stretch timelines. A quote is a snapshot, usually held only briefly.
The budget lines the quote leaves out
A per-meter construction quote typically excludes most of these, and together they are rarely small:
- The lot itself, and its verification. Before design, the land must check out: zoning and land-use, the water letter, access, soils, setbacks. - Design and engineering fees, and the professional stamps the permit process requires.
- The permit chain. Land-use certificate, engineered plans through the professional college, institutional approvals, municipal permit, and mandatory workers' insurance during construction. It has a rhythm; your builder and attorney should own it, and your timeline should respect it.
- Site works and connections. Driveway, grading, water storage, electrical connection, septic, pool if any, landscaping. On sloped view lots these can be a meaningful share of the whole project.
- The finishing tail. Furniture, appliances, screens, closets, the punch list. Owners routinely under-budget the last ten percent because the house already looks done.
A rule of thumb I give buyers: whatever the construction quote is, a realistic all-in project budget, land aside, usually lands meaningfully above it once the lines above are real numbers instead of hopes.
Build or buy? The honest math
Building wins when you want a specific house on a specific site and you have the patience for a year-plus of process, or when finished inventory in your target area simply does not offer what you want.
